When you buy an ad pack, you are getting expedited delivery of 10% of your purchase--not ADDITIONAL ads. You're just getting 10% of your investment returned to you as 1% over 10 days. The same with the Super user upgrades--they are NOT giving you paid ads you would not have gotten--they are merely converting your BAP to cash faster than would happen if you only had the daily ad issue.
