I wonder if the new distribution system is giving 100% of ads to the oldest upgrades. Rather than 25%. Though there are 6000+ users with an active recycler pro upgrade. So every time one is issued at random, you have a 1/6000 chance of getting it... So it's possible you're just experiencing a bit of bad luck. Though, we are recycling over 200,000 ads a day. So that should be 33+ ads per user on average... Yuck! Simply don't buy the upgrade or buy an ad filter to block the lowest ones.
