Is this correct: if I want invest into 250% fast track plan then I must pay 250$ for 1 year acces and only then can I invest some $$$ into plan. What haepen with this 250$ ?

Correct.
The $250 is a fee, it doesn't pay any return.

So unless you're investing $1000+ then you're likely better off in the 186% plan, with no fee.
