So, being under 900MIL already is more a sign of coincidence, than health. If we had ~98% with these numbers, then there'd be cause to celebrate at the speed of recovery. Granted, that was a snapshot of that time period's gamblers and what they gambled, they could have changed since then.  That said, it seems like ~98% still based on what I keep posting. The thing is all those new people should not be active but if they are telling friends and family or even doubling up with a second account then that could be a realistic number. But he has no impact on how many RP's the buyer wants, so he only could avoid fees if you are willing to buy one by one.  If the buyer buys more than one RP at a time fees are calculated as normal. Results ofc is sys reset, but sys stats went from ~2hr to 4-5hr into the next day. We have early bird gamblers who gamble and thus there is almost always some difference, even rounded. I just make note of (or get lazy and do ~) when it's a bit more noticeable. I gather the BAP Gameplay from results and the Total BAP/Active BAP etc from sys stats. The difference is what is needed to see more of what the Total/Active BAP did with regards to BAP Edge. The % for the sys stats is a guesstimate, based on the difference (More/less House/Player) and I just add a bit more to the appropriate results and redo the Edge. Often is the case that I just pretend that gamblers bet more but didn't win more in those early bird hours. It's not perfect, but with a 0.25% accuracy, it's close enough. I could in theory add in 10K for both and then add the difference, but 10K is just even more of a guess and to both won't change the rough 0.25% anyways. Hard for me to tell if this is clear enough for you.
