What currently happens if User A refers User B, but then User A does not keep their account active? Does their referral income continue to build, but in reality just sit there when they might never come back?

If that is the case, could we introduce a referral income rule that says the referrer will receive their income only if they keep their own account active (or for a defined period of time).

If they do not, the referral income then goes to MTV.

I don't agree.

I'm fine with passive members who bring in active members.
They will get taxed ofc, but other than that, if they bring in members who earn them ref commission, they are a valued member as well as who they brought in.

On top of that, the site can use, "as last resort", the balances of inactive members to pay off a hosting bill or staff member, and then balance the books later. Call it a slush fund, and no need to program anything.

Programming costs too much money just to get those who refer people (who are valuable members who are often more of the passive type) to do something to be active enough.

Besides, the inactive fund balances is not of a significant amount.
Remember, we did "reset" balances, so of the $119K, how much revenue (that need not be refunded) do we gain, by changing the terms?
